BACKGROUND
In 1969, the California Legislature passed legislation which
drastically revised the laws pertaining to service of process. The new laws
liberalized all forms of process service, created substituted service, notices
of acknowledgment of service, and service by certified mail to out-of-state
defendants. Few, if any servers knew of the changes. Several people became
alarmed and flew to Sacramento to attempt to persuade the Governor to not sign
the bill into law, but it was too late.
A group of thirteen businessmen met in the Fall of 1969 determined to unite in
support of opposition to legislation affecting their profession. They soon
joined others in the industry in California and the California Association of
Professional Process Servers (CAPPS) was formed in 1970.
In 1982, in order to unite those business owners and operators who were in the
mobile photocopying profession as well as the attorney service business, and who
faced similar legislative challenges, the association name was changed to the
California Association of Photocopiers and Process Servers (CAPPS).
Throughout the years, CAPPS maintained the solid foundation to support the
members and the legal support industry.
CAPPS members represent a diverse group of companies and individuals dedicated
to the betterment of serving the legal community, the judicial system, and the
public.
As the needs of the members and the industry advance, it is vital that the
association work to preserve the integrity and professionalism of its members.
In January, 2007, CAPPS formed a Strategic Planning Committee that was charged
with defining the needs of the members and, based on those needs, devise a
strategic plan to help better serve the members.
In October, 2007, CAPPS members in attendance at the 39th Conference voted to
support the strategic plan, which included a name change and restructure of the
membership categories and Board of Directors.
On January 1, 2008, CAPPS became CALSPro, the California Association of Legal
Support Professionals. The Strategic Planning Committee, with the support and
input of the members, will continue the momentum to enhance the association and
maintain our strong legislative and regulatory voice.

EDUCATION
CALSPro’ Continuing Education Committee assembles seminars for members on
complex issues. The Continuing Education Committee administers an examination to
qualify members, their employees and independent contractors as certified
process servers. Additionally CALSPro offers for sale process server manuals and
guidelines that assist servers in their day to day operations.
